Clinical definition (Orphanet)

A rare, genetic syndrome characterized by bilateral anophthalmia (or less commonly microphthalmia) in association with a variable combination of the following: pulmonary hypoplasia or agenesis, diaphragmatic hernia or eventration, and variable cardiovascular defects ( heart defects and/or pulmonary artery atresia). is noted in surviving patients. Other variable malformations affecting different organ systems, as well as facial dysmorphism, may be observed.

How rare: <1 / 1 000 000 — fewer than one in a million. In a city the size of Kolkata, that might mean on the order of fifteen people.
